1. The 48-Inch Height Requirement
The most fundamental rule of the Texas pool code is the height of the barrier.
- Minimum Height: The top of the fence must be at least 48 inches (4 feet) above the finished ground level on the side facing away from the pool.
- Ground Clearance: The gap between the bottom of the fence and the ground (dirt, grass, or deck) cannot exceed 2 inches.
2. The “No-Climb” Zone (Picket Spacing)
The code is designed to prevent children from using the fence as a ladder. This is where many DIY wood fences fail inspection.
- Vertical Picket Gap: If the distance between the top and bottom horizontal rails is less than 45 inches, the gap between vertical pickets must be less than 1.75 inches.
- Standard 4-Inch Rule: If the horizontal rails are spaced 45 inches or more apart, the gap between pickets can be up to 4 inches.
- Decorative Cutouts: Any decorative openings in the fence (common in ornamental iron) cannot allow a 4-inch diameter sphere to pass through.
3. Gate Hardware: Self-Closing & Self-Latching
The gate is the most scrutinized part of a pool inspection. Under the ISPSC, a manual latch is not enough.
- Self-Closing: All gates must be equipped with hinges that automatically pull the gate shut from any open position.
- Self-Latching: The gate must latch automatically without human assistance.
- Outward Swing: Pool gates must swing outward, away from the pool area. This prevents a child from pushing the gate open if the latch fails.
- Latch Height: The release mechanism for the latch must be located at least 54 inches from the bottom of the gate, or it must be mounted on the pool-side of the gate at least 3 inches below the top (requiring an adult to reach over).
4. Direct Access from the House
If your house forms one side of the pool barrier (meaning a back door leads directly to the pool area), you must meet one of the following:
- Alarms: Doors and windows with direct access must be equipped with an audible alarm that sounds immediately when opened.
- Power Safety Covers: A motorized, high-strength safety cover can sometimes be used in lieu of certain barrier requirements (check your local city ordinance).
5. Pro-Tip: Avoid the “Ladder Effect”
